VF 009 — VF 009 — Sales Organization Is Not Defined During Billing
SAP message VF 009 indicates that billing processing cannot determine or validate the sales organization required for the billing document. In intercompany and integrated delivery scenarios this often points to missing or inconsistent organizational/master data rather than a billing-program defect. Trace the source delivery/order and the delivering company-code sales area before changing billing configuration.

What it means
VF 009 is a billing error raised when the billing process cannot work with the required sales organization. The visible symptom may simply be that no billing document is generated and the detailed log contains 'Sales organization is not defined.' The error is especially relevant in intercompany billing, where the delivering company code and its sales-area data must be consistent so SAP can create the internal billing document. The billing program is often only where the missing organizational setup becomes visible; the root cause can be in the preceding delivery, customer master or enterprise-structure assignments.
Root causes
In intercompany scenarios, the internal customer or delivering sales-area setup may be incomplete, so the delivery lacks the organizational data billing expects. Enterprise-structure assignments between plant, sales organization, distribution channel and company code can be inconsistent. Customer/business-partner master data may not exist for the required sales area. Copying or migrating configuration without all intercompany dependencies can also lead to VF 009. Less commonly, custom interfaces or enhancements create deliveries with missing or inconsistent sales-area fields, so billing later fails even though delivery creation succeeded.
What to inspect
Open the billing log and confirm VF 009 is the actual blocking error. Trace the preceding sales order and delivery, including the sales organization, distribution channel, division, plant and company codes. In an intercompany flow, identify the delivering company code and the internal customer used for intercompany billing. Verify that the required customer/business-partner sales-area data exists and that plant-to-sales-area assignments are complete. Compare a successful intercompany document from the same landscape. If the delivery contains blank or unexpected intercompany fields, investigate how those fields were determined rather than trying to force billing creation.
Resolution path
Complete or correct the enterprise-structure and master-data setup required by the billing scenario. For intercompany billing, ensure the internal customer and delivering sales organization/distribution-channel relationships are maintained according to the process design. If the issue originates in a delivery created before configuration was corrected, determine whether the document can be safely rebuilt or whether supported redetermination is available. For custom integration, correct the upstream organizational mapping and create a clean test document. After the change, execute the full order-to-delivery-to-billing flow because fixing billing in isolation may leave earlier documents with inconsistent data.
The fix people try first (and why it fails)
A tempting workaround is to manipulate billing data in an exit or manually alter a document so the sales organization is populated. That can produce a billing document whose organizational ownership does not match the plant, company code or customer setup. Another weak fix is to copy configuration from a working sales area without understanding the intercompany relationships. VF 009 should be treated as an organizational-determination problem: correct the enterprise structure and master data that should have produced the value in the first place.
Whose problem this is
SD owns sales organization, billing and intercompany configuration. Master-data teams own customer/business-partner sales-area records. FI is involved because intercompany billing crosses company-code boundaries and creates accounting consequences. Logistics teams may need to validate plant and delivery organizational data. Integration or ABAP teams are involved only when custom document creation bypasses normal determination or transfers incorrect organizational values. For cloud implementations, configuration activities and scope-item setup should be checked before considering code.
Common pitfalls
Do not troubleshoot VF 009 only from VF01; inspect the source delivery and order. Intercompany billing has more organizational dependencies than standard customer billing. A plant can exist and ship successfully while the delivering sales-area relationship needed for billing is incomplete. Customer master data may be present in one sales area but missing in the required internal sales area. After a fix, use newly created test documents when possible so stale organizational data in old deliveries does not mislead the validation.
