SAP Flexible Workflow vs Classic SAP Business Workflow
Flexible Workflow is an application-delivered S/4HANA approval framework that lets authorized business users configure start conditions, step sequences, recipients and exceptions through Fiori apps for supported scenarios. It runs on SAP workflow/runtime concepts but does not replace every classic workflow capability. Classic Business Workflow offers much broader custom template/task control; choose flexible workflow first when the application provides a scenario that covers the requirement.

What it is
A flexible workflow scenario is delivered by the application with defined business object, condition fields, step types, recipient options, deadlines and actions. Business users configure workflow definitions in Manage Workflows apps rather than developers building the entire template in the Workflow Builder. The underlying runtime still creates workflow/work items and can surface tasks in My Inbox. Classic Workflow allows custom event linkages, templates, arbitrary method steps, complex branching and technical customization, but requires more development/governance. Flexible Workflow deliberately constrains the design to keep business configuration upgrade-stable.
When to use it
Use Flexible Workflow for standard S/4HANA approval processes—purchase requisitions/orders, supplier invoices and other supported business objects—when delivered conditions/steps/agents cover the requirement. Use classic workflow or application extension only when required logic cannot be expressed in the flexible scenario and SAP provides no extension point. Before custom development, check current scenario capabilities because SAP expands fields/recipient rules over releases.
How it fits the stack
Manage Workflows configures definitions and priorities; application business events/start logic initiate evaluation; workflow runtime creates work items; My Inbox/notifications deliver tasks. BRFplus or application-specific rules can participate in condition/agent logic depending on scenario. PFCG/Fiori roles authorize configuration and approval. Classic workflow tools can still support runtime diagnosis under the flexible layer.
A worked example
A company needs purchase-order approval by amount, company code and purchasing group with two approval levels. The delivered Flexible Workflow scenario supports those start/step conditions and recipient determination, so the process is configured in Fiori without a custom WS template. A later requirement demands a custom external risk-check callback not exposed by the scenario. The team checks extension options before deciding whether a custom classic workflow/service orchestration is justified.
How to choose
- Check delivered flexible scenario and current release capabilities before custom workflow.
- Prefer flexible workflow for standard approval patterns and business-owned configuration.
- Use classic workflow when truly custom control flow/integration is required.
- Define workflow priority/overlap so multiple active definitions do not produce unexpected selection.
- Test agent determination and fallback/no-agent behavior explicitly.
Common pitfalls
- Assuming Flexible Workflow is just a new UI for every classic workflow template.
- Building a custom workflow because an older release lacked a condition that the target release now supports.
- Creating overlapping active workflow definitions with ambiguous priority/start conditions.
- Testing only the happy approval path and ignoring rejection/rework/no-agent/deadline behavior.
- Granting Manage Workflows configuration broadly without change governance.
ECC, S/4HANA and clean core
Flexible Workflow is an S/4HANA strategic approval pattern and its supported scenarios evolve with releases. Public and Private/on-premise editions differ in configuration/extensibility options. Existing classic workflows remain valid where flexible scenarios do not cover the process.
Whose problem this is
Functional process owners configure/own flexible definitions; workflow/ABAP teams handle extensions and runtime issues; Security owns configuration/approval roles; application owners define available scenario conditions/actions.
